John Glenn announced plan to seek the Democratic nomination for the Senate in Ohio. Senator Stephen M Young insists he will run for re election and be nominated May 5 at the state convention.
The State Department said U S Consul Frederick P Picard III, seized by gunpoint in a Zanzibar hotel, has been released and reached Dar es Salaam. Donald K Petterson the third secretary at the U S embassy on the island was released from house arrest and may resume contacts with the new Zanzibar government. Four U S newsmen held at their hotel were likewise expected to be released.
In Manchester New Hampshire Rockefeller and Goldwater clash over public welfare policy during a campaign tour. The New York governor calls Goldwater a Southern leader out of touch while a Keene State College student compares Rockefeller to a Robin Hood in a grey flannel suit during a spirited exchange.
George O. Smith resigns as administrator of Meigs Memorial Hospital effective February 14 1964 after serving since 1962. He informs board secretary Dr. Charles Mullen that he will pursue another Ohio hospital opportunity while remaining available to guide operations during a 30 day transition.
John W. Galbreath and Peter B. Ruffin announce start of construction on the Claridge Tower apartment building across St. Clair Avenue from the Erieview Tower in Cleveland. The project is expected to cost near 11 million dollars, close to the original estimate.
The United States and Panama remain in stalemate over the canal dispute after violence left 19 Panamanians and four U S soldiers dead. Officials report quiet diplomacy with Chilean mediator Trucco meeting Panamanian President Chiari and Foreign Minister Solis and later with U S negotiator Edwin Martin. Chiari warned of breaking diplomatic ties unless a new treaty replaces the 1903 pact.
Five U S servicemen were killed and three wounded in helicopter operations in the Mekong Delta 90 miles southwest of Saigon. The UH1A reportedly exploded in air and four died, three wounded. Another fatality was a door gunner on an H21 helicopter hit by a bullet. Private first class among the dead. Total combat deaths in South Vietnam reached 99. all U S service deaths 173.
Senator Roman L. Hruska says Goldwater is overwhelmingly favored by Nebraskans and suited to the state. The piece notes Goldwater's potential one man race in the Nebraska Republican primary. A second item reports President Johnson, a Navy veteran and Silver Star recipient, considering resigning his Naval Reserve commission.

Mrs. Alice C. Bailey age 41 of Belpre is bound over to the Washington County grand jury on a second degree murder charge for the fatal shooting of her husband Donald on January 10.
Russian jet bombers and a missile submarine probed near the U S carrier Hornet and six destroyers in international waters off Hokkaido during antisubmarine drills. The Hornet’s crew noted seamanship by Russians but a smoky destroyer. No hostile acts occurred.
Washington reports that France intends to recognize Red China and has informed the United States through diplomatic channels. Secretary of State Rusk and French ambassador Herve Alphand discussed the move, which drew a strong U.S. warning, with no formal reply issued yet.
Attorney General Robert F. Kennedy said he has not decided on accepting a vice presidential offer and confirmed talks with astronaut John Glenn about his future. Kennedy declined further comment but praised Glenn's potential as a senator or in any field.
