In Columbus the pay raise for state employees failed 53 to 37 in the House, missing the 66 votes required for an emergency measure. House Speaker Charles Kurfess blamed Democrats for the defeat and the stalled redistricting plan lingered as the bill heads back to the Senate.
President Nixon announced February through April withdrawals totaling 70 000 troops by May 1 leaving a residual force of 25 000 to 35 000. He signaled a mid April pullout aimed at a 35 000 reduction and an advisory role for remaining U S forces as MACV is downgraded.
Steven Farmer, 15, implicated in the death of Carolyn Walker, was ordered by Hamilton County Juvenile Judge Benjamin Schwartz to reimburse the funeral expenses estimated at about $1,500. Farmer had pleaded guilty to possession of a hallucinogen and received a $50 fine with probation.
Rep James H Scheuer was ordered to leave the Soviet Union after a meeting with a Jewish professor.
