Senate Leadership Battles Shape Early Congress
The 91st Congress opens with leadership challenges in both parties as senators seek early control ahead of Nixon’s White House term. House leaders McCormack and Ord prevail. Senate posts largely stay with Mansfield and Dirksen while Kennedy and Long contest the whip. Proposed pay raises and seating fights loom as Johnson pushes nonproliferation talks amid filibuster reform debates. Muskie and O’Hara call to reallocate North Carolina's electoral votes to Nixon.

NLF Finds Vance Proposals Difficult to Accept
Paris AP The National Liberation Front said it finds the latest U S proposals for Vietnam peace talks difficult to accept though not rejected. NLF deputy chief Tran Hoai Nam called the ideas tortuous and two sided, insisting on a four party format with NLF status. Vance proposed six conference shapes and a round table while Hanoi favored a center strip to symbolize two sides. North Vietnam accused the U S of delaying the talks.

Navy Kept From Southeast Asia Fuel Duties
Defense officials pulled the Navy from sole responsibility for fuel quantity and quality for U S forces in Southeast Asia after disclosures of thefts totaling millions of gallons of gasoline diesel and lubricants intended for U S Army and Air Force units in Thailand in 1967 The GAO traced thefts to bribery forgery collusion and laxity and noted large shares of deliveries were diverted. A Navy source said Army replacements of fuel inspection were ordered and the change was kept quiet as routine and linked to the Navy no longer being prime user in the region. John McGee who exposed the thefts says Navy superiors told him not to discuss internal fuel office operations.
