A blizzard isolates Devon and Cornwall and blocks nineteen Scottish highways. Troops clear rail disruptions while helicopters deliver bread and fodder to snowbound towns and stranded motorists. RAF helicopters aid American airmen near Weymouth as frost returns.
The storm battered the Eastern seaboard with winds up to ninety five miles an hour and sub zero temperatures. Ten people were feared dead or missing as a tugboat with nine aboard vanished in Long Island Sound and other vessels faced disaster. Hundreds of travelers were stranded in storm swept Maine as utilities failed and roads froze under heavy snowfall.
Prime Minister Nehru warned India faces threats from China in the Himalayan conflict terms and said settlement may take years. He noted ongoing diplomatic exchanges with Peking and respect for the November cease-fire as Communist withdrawal claims are reviewed. In Marietta, the Daily Times announced price hikes to 42 cents weekly and 10 cents per issue, with mail subscriptions rising due to new postal rates January 7.
AT&T announced a second Telstar satellite will be launched in the spring to study extending spacecraft life. NASA will again launch the satellite, with AT&T funding all costs. The aim is to test radiation resistance after Telstar's four months of operation.

The project includes 16 950 square feet of interior space, 2 344 square foot platform, 35 000 square feet of parking, and 77 935 square feet assigned area with a 20 year initial lease and extensions.
Col. Erwin C. Hostetler, 58, of Akron, becomes Ohio adjutant general under Gov elect James A. Rhodes. A long-time National Guard officer and senior Goodrich executive, he succeeds Maj. Gen. Loren G. Windom.
A predawn crash between a grain truck and an eastbound bus sent the bus into an ice filled river killing six people including four passengers the driver and a truck crewman. About 20 were injured and some hospitalized in Superior Montana as rescue teams used blow torches to free victims. The second item notes the death of Eathel Mills Garnes mother of the Mills Brothers.
Gov Michael V DiSalle appointed Rankin M Gibson a former Utilities Commission member and ex state commerce director as a judge of the Ohio Supreme Court to succeed Kingsley A Taft. Taft will serve as chief justice and Gibson will serve until a 1964 successor is elected with Taft's term ending 1967. Zimmerman declined an offer to move to $20,000 salary.
Inspector Richard R. Wagner, chief of detectives since 1958, was named police chief of Cleveland. He succeeds Frank W. Story, who resigns at midnight. Mayor Ralph S. Locher announced Wagner with a start salary of 13164 dollars and will lead more than 1900 officers. Story steps down as chief emeritus with a pension above 9000 dollars yearly. In Columbus Finance Director James H. Mallon withdraws his Dec 26 resignation to serve until Gov. Di Salle leaves office Jan. 14.
UN Secretary-General U Thant called for an immediate halt to troop movements in Katanga and a two week deadline for acceptance of a federalist plan. He said Elisabethville fighting has ended and negotiations could resume, with UN forces prepared to defend against attacks.
Boston reports an attractive 23 year old secretary Patricia Bissette of Middlebury Vermont found dead in her first floor apartment with a nylon stocking around her neck. She is the eighth woman victim in six months in the Boston area. Police await medical examiner results.
New York safety officials projected a record low New Year holiday traffic toll after 102 hours of counting from Friday 6 p.m. to Tuesday midnight. National Safety Council president Howard Pyle revised the four day toll estimate to 350 to 380, noting critical hours remain late night and early New Year. The prior record low was 375 in 1951 52. The Ohio Turnpike reported 1962 as its best year for safety and revenue. Turnpike Commission Chairman James W. Shocknessy noted over 13 million vehicles and more than a billion miles traveled, with revenue about $26.2 million, surpassing 1961 and 1960 figures. There were 13 fatalities, three fewer than 1956.
Fire at Five Points on Route 691 North of New Marshfield destroyed the six room house of Mr and Mrs Everett Stewart. Fire started in a flu and spread before Waterloo volunteers arrived. Plains department responded. only the clothing worn at the time was saved.
