Martin stressed that veterans deserve every consideration when returning to civilian life and that private employers should also reinstate former workers. About 800,000 service members have been released since Pearl Harbor. The Civil Service Commission head Harry Mitchell and agency leaders were asked to emphasize veteran hiring in the federal service.
