Lane. Framing a View on Public Lands Leasing Bill
Franklin K. Lane argues the general leasing bill approved by President Wilson will lower living costs by increasing production of coal oil gas and phosphates from open public lands. The law allows U S or reciprocity nations to prospect and lease mineral lands on royalty payments to the government. Royalty expected at 5 percent up could yield 9 to 10 million annually. Six million acres oil lands 40 million coal 2.5 million phosphate lands opened. Farmers face higher phosphate prices and oil demand outstrips supply. Increased oil output should lower oil and gasoline costs and trucking rates. West of the Mississippi will gain coal for local use and manufacturing. The act preserves U S title but allows development on royalty basis with government oversight to prevent waste. Interior Department reports high activity in filing claims and will issue further procedures soon.
