The Supreme Court ordered John W. Dean III to show cause within 40 days why he should not be disbarred. Dean already faces disbarment by a Virginia three-judge court and a DC suspension from practicing law.
President Ford faces pressure to extend the clemency program beyond the Saturday expiration as applications from draft evaders and military deserters continue. The Presidential Board chairman said a Monday meeting with Ford supported extending the program to April 1.

Nikolai Bulganin, premier of the Soviet Union from 1955 to 1958, died after a protracted illness at age 79. A Tass notice said he passed away on Monday, with no location or illness details provided. Born in 1895 in Nizhni Novgorod, he rose from the Cheka to high posts, later serving as chairman of the State Bank before political exile and eventual pension.
