Temporary injunction bars sale of ex German liners

In Washington on February 20 Justice Bailey granted a temporary injunction preventing the sale of ex German passenger liners by the United States Shipping Board. He warned hearings on a permanent injunction may occur next week and said current laws show no congressional intent to empower the president to sell the ships. The Senate committee heard advocates of government ownership, with Raymond B. Stevens of the Shipping Board opposing sale, stating the board should operate vessels until a better price is offered and criticizing its valuation as guesswork. Legislation to grant permanent preemption over transfers and to fund loss guarantees for operators in board assigned trades is expected soon.
