The Pringle-Roberts bill to authorize short term bonds for poor relief was sent to the Ohio Senate after 109 to 2 House approval. An emergency clause passed 102 to 9, with bonds limited to five year terms and 1930 tax dupli cate basis, funds usable in 1931 only.
Republicans in the Senate pressed ahead with a veterans loan bill despite administration objections and a likely Hoover veto. The House had approved the measure 803 to 39 led by Speaker Longworth, while the Treasury and administration spokesmen resisted. The Finance Committee reported it 13 to 3 in favor.
A. W. Benham known as the Midas faces indictments for operating a con game and obtaining money by false pretenses in Belvidere Illinois. Bonds set at 12000 dollars as Boone County Grand Jury returned the charges after witnesses testified they lent savings for promised high interest. Warrants were issued when Benham and his wife left Belvidere for a second time in two weeks.
Fifty men were held by police for questioning in Toledo in connection with railroad car robberies and the Big Four train holdup near Bellefontaine last month.

Charles R. Foster of Claysville Pennsylvania was found insane by a Superior Court jury in Florence Arizona after confessing slaying Martin Parke of Los Angeles. The jury deliberated thirty minutes. Church chaplain Rev S B Hanna testified Foster had childlike mentality and Dr George W Stephens said he suffered from dementia praecox.
Public Utilities Commissioners heard arguments from Eastern Ohio Transportation and Ohio Valley Transit about the fairness of an order granting intra state operation of a bus line between Bellaire and Shadyside.
A severe snow storm isolates Hankow causing extreme suffering from exposure and hunger. Sixty-one deaths are reported with many wounded including 25 killed in five-house collapse and 46 in a Hankow Peiping line wreck. Blizzard halts traffic, stopping food supplies as merchants push food prices triple.
Two of five men entombed in the Powderly Mine of the Hudson Coal Company were rescued after a cave in. Frank Cretelli, crippled from a prior accident, pulled Alex Decalvich from debris and tended his wounds for hours. Officials fear the three remaining miners are dead as no signals emerged.
Mme. Ernestine Schuman-Heink, ill with a severe cold and neuritis in the right arm, abandoned travel from Toledo with the Roxy group and will rest in Cincinnati. She plans to rejoin the company for a Friday concert there but may not sing in Cincinnati or Dayton, as they are billed for the weekend.

A preliminary hearing on a gasoline tax redistribution bill drew hundreds as the House Taxation Committee deferred action until next Tuesday. The plan shifts the last two cents so state 9 percent, counties 1 percent, municipalities 10 percent, and townships 20 percent. If passed the total becomes 52 cents to the state, 20 to municipalities, 18 to counties, and 10 to townships. A late vote attempt loomed despite chairmen indicating further meetings.

In Chicago on February 19 a citizens raid on the Englewood police station seized records from 1930 and sought suspension of seven officers over graft charges. A state attorney’s detectives unit and a citizen grand jury led the action after witnesses testified paying protection to gambling dens. The jury planned to review the seized materials and requested officers appear for questioning.
Pittsburgh Hymie Martin charged with the murder of former Councilman William Potter was smuggled from a Pittsburgh court to Cleveland detectives. He is held in a guarded cell as investigators press questions about who hired him to kill Potter. No immediate sign of a confession.
Eight high county officials who signed a written endorsement for an advertising enterprise explained they did so without full knowledge of the project or any hint that misrepresentation and fraud would be used to promote it. The arrests of two men followed Wednesday night’s operation.

In Yellow Springs Ohio on February 19 three Negro bandits robbed the Miami Deposit Bank of 1400 dollars. A girl bookkeeper released tear gas to deter them. They bound Fred Kershner assistant cashier and two clerks then fled with the money toward Springfield in an old auto. a posse failed to locate them.
Ironton resident Lewis E. Halley was named acting secretary of the state board of real estate examiners by Commerce Director Theodore H. Tangeman on February 19. The appointment is effective immediately and places Halley in charge of board records and exams.

Governor Pinchot refused to intervene in the case of Irene Schroeder and her lover Glenn Dague who faced the electric chair. The denial came in Harrisburg as the pardons board and relatives watched, including Irene’s father Joseph Crawford and her five year old son Donnie.
Athens group endorses Lawrence R. Fury of Athens and H. A. Sines of Nelsonville for deputy state prohibition inspectors. Sines previously held the post under Governor Donahey. Wyoming Governor Frank Collins Emerson aged 47, serving a second term, died suddenly in Cheyenne from a heart attack induced by pneumonia after a five day illness. He held statewide office since his first election, and his death leaves the state to mourn a leader with short tenure.
