Rifleman's Motive and Rampage in New Rochelle

In New Rochelle New York Army trained sharpshooter Fred Cowan rampaged at a Neptune Moving Co warehouse killing five coworkers including officer Allan McLeod and injuring three others before fatally shooting himself after a 10 hour siege. Norman Bing hid as others fled and Cowan’s past included Nazi memorabilia and a two week suspension over a refrigerator dispute. Police and FBI siege crews finally found Cowan dead in a north corner room.

Roots Triggered Rampage in Cincinnati Hostage Siege

In Cincinnati a 42 year old man Jesse Coulter seized eight hostages at the Catherine Booth home for unwed mothers. He blamed Roots for his actions claiming the program echoed his family’s history. Coulter and his ex wife Rita Gibran were arraigned with bond set at 1 million each.

Miller Warns EPA Rules Could Cut Ohio Coal Output

Rep Clarence E Miller told President Carter in a February letter that EPA sulfur dioxide standards could slash Ohio coal production by up to 75 percent, threatening the administration’s energy goals. He warned uncompromising environmental limits might leave eastern coal in the ground and urged federal action, noting Ohio’s compliance with the Clean Air Act is at stake. The Lancaster meeting with Ohio Coal and Energy Assoc and regional utilities discussed preventing EPA standards from taking effect in Ohio.
