U S Faces Powers Under 1950 Emergency Decree
President Johnson questions if the United States has all powers needed for heightened hostilities in Southeast Asia under the Truman declaration of a national emergency from 1950. The Tonkin resolution and Defense Production Act provide many powers, with some requiring new congressional action. The Pueblo incident and potential reservist calls are among contingencies considered.
