Paris reports growing French distrust of President Wilson as league of nations debates run late. Amendments from French delegates seek an international army and tighter German and Russian terms, threatening delays before the final constitution draft reaches the peace congress.
Washington reports President Wilson plans to take personal charge of the unemployment issue on his return from France and will preside at a governors conference in March.
