Norway seeks U S guidance on backing a North Atlantic alliance with the United States Canada and Western Europe while Moscow pressures with a nonaggression pact. Halvard Lange arrives amid Norwegian concerns and Sweden and Denmark plan talks at the State Department.
A Logan resident testified he gave three men a ride from Logan to Athens on the night of the Eleanor Gifford murder. He described one man as a former Jacksonville resident and identified possible ties to Rawlins. Dodds and Rawlins await first degree murder arraignment in Athens County.
Former War Labor Board chairman William H. Davis told the Senate Labor Committee that Congress should empower the president to seize plants under a national emergency strike. He said action is necessary when health and safety are at risk, such as a railroad strike, and urged the president act first before reporting to Congress. The current administration bill only allows a 30 day cooling off period.

Veteran dog warden G. K. Tewksbury reports a surge in 1949 dog tag purchases as roaming dogs are seized. He cites missionary patrols across the county and the arrest and firing of several owners. In two weeks 68 tagless dogs were brought in.

Ohio lawmakers weigh 4 A 1 local government aid plans raising allocations to 29 to 35 million dollars. One plan would give a third of sales tax revenue plus 15 million in intangibles to locals. another would base 40 percent of sales tax on tax books and population while moving intangibles to the state. House hearings also address labor reforms and utility, telephone, and license fee changes.
The Hoover Commission calls for a major reorganization reducing 65 agencies to about one third under tight presidential control. It proposes a pyramid with 2,000,000 federal workers feeding into around 60 top agencies, new managerial staff in the budget office, expanded reorganization powers, and presidential appointment authority without Senate consent.
Louisville Ky weekly burley tobacco averages fell $3.02 to 38.62 a hundredweight as markets closed for season. The state agriculture department reported sales of 22,767,759 pounds bringing growers 8,792,223.21 dollars.

In Cleveland the Die Cast and Smelters Councils of the CIO Mine, Mill and Smelter Workers Union voted to pursue a 35 hour work week without pay reduction. A two day national conference with about 20,000 workers saw 50 delegates approve the plan to counter rising layoffs in the industry.
Elbert Powell, 25, of Excello, surrendered and admitted stabbing Albert Tackett, 36, during an argument over a minor auto accident in South Excello. Deputy Sheriff Richard Schultheiss said Powell is held for questioning in the fatal stabbing.
In Titusville Pennsylvania three teenagers spotted a broken rail and flagged down a freight train with red handkerchiefs preventing a railroad wreck yesterday.

Columbus Ohio state auditor Joseph T. Ferguson said former Governor Myers Cooper misled the public on a proposed northwest Columbus fairgrounds. He estimated $11.7 million to buy land but independent costs show near 50 million for full project including roads sewage and utilities. Ferguson said the appropriation expired and will not be reappropriated.
In Cincinnati a rookie city patrolman fatally shot grand larceny suspect Willie Moton, 33, who broke from officers and tried to flee into a crowd. Patrolman Joseph Lind ordered Moton to stop before the shot hit him in the back of the head.
Hemstead Academy of Medicine in Portsmouth launches a lend-aid bureau to loan wheelchair crutches and an oxygen mask on a temporary basis to those in need. The doctors organization aims to provide medical equipment to assist residents.
COLUMBUS 4 Youths were reminded today they have five days to register for the draft after their 18th birthday. State Selective Service Director Co. W. Goble said the announced cut-off of inductions during February and March did not mean there would be a holiday on registrations.
Charleston officials report the 49th West Virginia Legislature resumes after the weekend with a focus on a $90,000,000 veterans bonus financing clause and public hearings on two administration measures. The plan in study would fund bonds, opposed by the American Legion and some veterans groups, while administration bills push a four year medical school and hospital in Charleston and Health Department reorganization.
