The worst snowstorm in fifty years hit southern Ohio and spread to Virginia after crossing Kentucky. Deaths total 145 nationwide from fires, exposure, traffic, and heart issues. Ohio notes include 13 inches in Cincinnati and school closures.
Heavy snow blanketed the Shenandoah Valley with 1 to 4 inches on top of 20 to 30 inches already there. Army helicopters from Ft Belvoir delivered supplies and evacuated ill residents in Loudoun County. Mohawk Airlines employees in Syracuse dealt with 12 foot drifts. Ohio cities Portsmouth and Marietta reported terrible road conditions with several inches of snow and school closures. The Ohio Turnpike Commission said it saved over 81000 due to mild weather in November and December avoiding snow plow work.
The United Mine Workers Union plans to demand pay raises next month for 150000 soft coal miners as part of its second contract gain in six years. No strike threat is implied. The basic wage now stands at 26.25 dollars per day.

Columbus. Governor James A. Rhodes urges the New York Central to maintain a 30 mile rail line between Marengo in Morrow County and Granville in Licking County. He directs the Utilities Commission to study NYC's request to abandon the line, stressing the need for adequate service for local manufacturers and farmers.
The United States struggles to secure nine votes to place its Viet Nam peace debate on the UN Security Council agenda. Jordan delaying decision, while Soviet and French opposition likely blocks substantive action. Ambassador Goldberg urged talks with interested governments, but Moscow called it propaganda and France questioned impact with China and Viet Nam not UN members.
President Johnson sent a foreign aid package to Congress for the 1967 fiscal year highlighting education and international health. He requests more than 350 million dollars, including over 200 million for education and 150 million for health to spread education worldwide and eradicate diseases like smallpox malaria measles cholera and rabies.

He would require incumbents seeking other offices to resign, except the presidency.
