The Associated Press reports hundreds of thousands of Ohio workers face unemployment as gas cutbacks threaten 20 000 medium sized commercial customers and fuel deliveries lag. Officials warn claims will rise this week with manufacturing and education sectors hardest hit while power supplies remain adequate.
The Senate approved a natural gas emergency bill 91 to 2, sending it to the House. It would let President Carter divert gas to high priority users during cold weather and lift some price controls through Aug. 1. The House considered its version with a new ceiling on intrastate to interstate gas prices and aimed to vote today.
The Federal Power Commission warned two years earlier of a looming gas emergency with plans for mandatory conservation and interstate allocation. It warned of plant shutdowns, unemployment, and regional cuts in residential gas service, noting intrastate diversions weaken price controls and urging state and federal gas allocation to priority users. The tone matches a call for urgent action as Carter seeks new authority to shift gas between interstate pipelines.

The bitter cold shut thousands of factories amid gas shortages in the Midwest and Northeast, with up to 75 dead and 1.5 million workers laid off. Athens remains closed for the rest of the week at the request of Columbia Gas Co. of Ohio. Nelsonville York districts will be open Wednesday for textbook pickup. Federal Hocking plans a Wednesday open with a shortened day and middle school closure next week. Alexander closed for the rest of the week. Meigs Local to open Wednesday for assignments and textbooks ahead of a long shutdown. Trimble Local and Wellston vary with some in session.
