The comptroller of the currency instructed receivers of national banks to pursue a liberal policy in foreclosures on farm mortgages. Officials said foreclosures should not occur when farm owners remain on the property, a stance aimed at helping farmers amid bank closings.
Salvatore Spitale and Irving Bitz, linked to the Lindbergh kidnapping case, were cleared of homicide charges after promised witnesses did not attend the New York court proceeding.
Gallia County shows a sharp rebound in marriage licenses after a January low in 1932. By last night 15 licenses were issued in January 1933, up from eight the previous year, following 19 licenses in January 1931.

The Queen City, a large passenger and freight steamer laid up at Pittsburgh, has been repaired with a new shaft wheel and straightened cylinder timbers and will resume service when business improves. John W. Hubbard, owner of the Queen, refuses to charter or sell to Mississippi River interests despite weak upper Ohio packet business. Only the Senator Cordill and Liberty now operate on the upper Ohio.

London Feb 1 Neville Chamberlain indicated at a luncheon that reciprocal trade with the United States may be possible at the war debt conference in Washington. Ottawa helps but Britain rejects a war debt accord seen as a swapping deal.
Tokyo reports indicate Japan will withdraw from the League of Nations after a conference between Foreign Minister Uchida and Prince Saionji. Officials say withdrawal seems inevitable if the League approves a report condemning Japanese actions in Manchuria.
In Deshler a hempen noose hung near the auctioneer’s block as a snow covered yard sale for Cecil Kistner’s farm took place. Despite the eerie sight, bidders were sparse and the mortgaged equipment sold for 2.17 dollars and was given back to Kistner at no cost.
The Ohio Senate approved a bill by Republican Senator KE LeFever of Glouster authorizing the state to issue a warranty deed to Gladys Ahle for Morgan County lands held under surface deed. The 32 to 0 vote sends the measure to the House.

Governor White sent Judge Charles F. Schaber to the Senate for confirmation to a full six year term on the Ohio Public Utilities Commission. The Senate committee, after investigating charges of pro utility activity, expressed confidence and recommended confirmation.
