Margaret Creek dam dispute simmers at public meeting

In Margaret Creek Conservancy District, about a dozen property owners criticized appraisal and assessment formulas at a Tuesday night meeting. Spokesman John Biddle called the project an expensive water supply with limited flood protection while most owners argued levies are illegal and the district should be dissolved.

Lavelle Defends Tax Formulas For Dams Project

Lavelle explains that landowner benefits are calculated via four basic tax formulas used for dam construction and maintenance. A preliminary 0.3 mill levy generated seed money, with indirect benefits set at 1 percent of 1966 tax values, yielding about $215,771 for 3,000 property owners over 50 years. Direct benefits depend on distance from the dam, with annual maintenance capped at 1 percent unless the conservancy court allows higher taxation. One owner complains about a $2,480 charge for 165 acres of marginal land.
