Urbanization drives higher public spending and political strain
James lecture speaker Robert C. Weaver warns that growing urban populations will force a larger share of national income into public services such as schools and water systems. He notes shifts in urban demographics, political power, and the move of industry toward smaller communities while central cities bear many social problems. Weaver, a leading national official, delivers the Herman G. James Lecture on Municipal Government at Ohio University.
