War Manpower Commissioner Paul V. McNutt says the entire U S population will be treated as a national pool for manpower and that basic military needs will be studied first as he maps a labor control structure likely unprecedented in U S history.
The war cost to U S armed forces listed at 58 307 casualties includes dead wounded missing imprisoned and interned abroad The figure announced by the Office of War Information comes as McNutt plans a War Manpower Commission reorganization to determine basic military needs and align manpower with war production and civilian needs.
In Oxnard California Donald Fletcher two years old died after a panther clawed him in a neighbor yard. The six month old animal had been a family pet and had played with neighborhood children.
Forrest E. Claypoole former U S commissioner and son of Rep H K Claypoole died today in Chillicothe at age 30. He was known for his public service and family political ties. Funeral arrangements were not announced in the report available.

Mrs Martha Harris eighty of Croton near Newark died after her clothing caught fire from a stove. The incident occurred as she attempted to light or tend the stove, causing fatal burns.
The Republican National Committee selected 63 year old Harrison E. Spangler of Iowa as chairman to lead the 1944 presidential campaign. He succeeds Joseph W. Martin who resigned to focus on House Minority duties. Spangler emerged after a two ballot deadlock between Werner W. Schroeder and Frederick E. Baker.
Columbus Ohio acted today to block distribution of inferior seeds by the Agricultural Adjustment Administration for planting in the state. Gov. Bricker said Atty. Gen. Herbert will be asked to intervene in Florida's bid for authority to inspect surplus commodity seeds shipped in. Ohio Agriculture Director Brown said seed from surplus stocks is inferior and must meet state standards or be barred. The federal government contends it has authority to distribute without state interference.
Ohio Department of Education will register the state's teacher manpower during the week of Dec 14, said Education Director Kenneth C. Ray. He noted about 300 vacancies exist and that new posts arise daily as teachers join the armed forces or war industries.

Army authorities at Manzanar Relocation Center announced evacuation of all non-Japanese personnel as a precautionary measure while maintaining full guard and readiness for emergencies.
Secretary of the Navy Knox disclosed that 75 French ships were in Toulon harbor when Germans arrived. 20 remained afloat, 51 sunk or unaccounted for, four escaped. He named specific vessels and noted aerial reconnaissance informed the count. He also cited Japan's declining merchant tonnage and reliance on seaborne transport.

Ohio defense director Ralph H. Stone reported an unidentified aircraft shone a spotlight over the Ashtabula Shipyards at 10:45 last night before speeding east. He said Stanley Prentice provided the full report and the Fifth Service Command was notified. Stone noted that some war work is under contract at the shipyard.
