Secretary of State Dean Rusk plans a second meeting with Soviet Foreign Minister Andrei Gromyko to secure Soviet payment of United Nations peacekeeping costs. The talks follow a last minute accord that postponed a General Assembly showdown and opened basic financial negotiations at a luncheon.

Peron, 69, led Argentina after 1946 and 1952, toppled by a 1955 coup.
Senate investigators summon Bobby Baker to the witness stand to discuss an alleged $25,000 political payoff. Baker has been cited as giving orders in the scheme. Earlier hearings saw him invoke the Fifth Amendment. Don B. Reynolds testified as the person who claimed Baker issued the orders in the kickback case.

The U S Maritime Commission canceled a 6 9 million contract for two 1600 ton ships with Marietta Manufacturing Co of Point Pleasant citing missed deadlines due to a long strike. Commission extended deadlines twice. plant now employs 195 production workers and 30 at the yard.
President Johnson sent Ambassador Maxwell D. Taylor back to South Viet Nam with orders to draft new plans to escalate the war. Possible actions include air strikes on North Vietnamese supply lines through Laos, with White House noting growing support to Viet Cong from the North.
