Distributions include $70 million to higher education and community colleges, $30 million to distressed schools parks rec areas and mental institutions. A separate $500 million highway bond awaits May 5 voter approval.
Defense lawyer predicts federal findings on Oswald will bolster Jack Ruby’s case for killing the Kennedy assassin. Ruby, 52, held without bond in Dallas County Jail after the Oswald shooting, as delay signs emerge for his murder trial.
Hollywood investigators question actor Andrew Prine and other friends in the death of 22 year old actress Karyn Kupcinet found nude and face down in her Sunset Strip apartment. Detectives say the slaying likely occurred early Thursday and the body remained undiscovered for up to three days until Mark Goddard and his wife reported concerns.
The Brotherhood of Locomotive Firemen and Enginemen with 78,000 members demands a 25 percent wage increase and added pensions and company paid health coverage. The Brotherhood of Locomotive Engineers also seeks raises. An arbitration board may cut up to 33,000 firemen jobs if no agreement is reached, with talks under the Emergency Rail Arbitration Law. If negotiations fail, Congress could resume control on February 25.

In Gallipolis a 17 year old Logan youth confessed to aiding the death of James R. Clawson 36 at the Gallipolis State Institute. Orville McCoy a Columbus State School admit ted tying a rag around Clawson throat. McCoy Edwards and another inmate were isolated after the inquest heard the method and timing of the strangling.
President Johnson summons Cabinet officers and Budget Director Kermit Gordon for talks on economic and defense matters at the White House. He also drafts a letter to defense contractors urging cost cuts and announces upcoming visits by Erhard Segni and Douglas-Home. He later awards the Enrico Fermi Prize to J. Robert Oppenheimer, noted physicist and former Los Alamos head.
A steam boiler exploded in an East Side bakery in Youngstown early today. Alfonso Sorrento, 58, was killed after being pinned beneath machinery. Michael Bianco, 34, was in serious condition at St Elizabeth Hospital. Five others were treated and released.
Investigation continued into a shooting that killed James Duffield of Bainbridge and wounded a Pike County couple, Herman Bivens age 44 and his wife Nelle age 47, who were hospitalized in Chillicothe with back wounds. The victims were reported in satisfactory condition.

A two car crash on Route 2 near Point Pleasant results in the death of Linda Arlene Sauer 14 and two Martin brothers aged 26 and 24. Linda dies in Holzer Hospital after being airlifted from the crash scene. Marvin Sauer 46 and Linda’s family face hospital stays and a funeral service is planned for Tuesday. The Martins were killed instantly when their vehicle failed to take a correct turn at Routes 35 and 2. Police report ongoing investigations and local authorities note the incident as Mason County's tenth fatality of 1965.
