Soviet Premier Alexei Kosygin lands in Paris for a nine day state visit to strengthen Franco Soviet ties. President Charles de Gaulle greets him at the airport as Kosygin arrives from Moscow in his first Westward trip since taking office in 1964. The visit follows De Gaulle’s trip to Moscow last June.
Cincinnati City Council adopted a good samaritan ordinance authorizing up to 10000 in rewards for citizens who help catch criminals or stop a crime. The payment applies if the helper suffers injury death or property damage during the assist.

Kiesinger, 62, has Nazi past criticism but asserts reform, while his party governs Baden Württemberg and leads the grand coalition with the Social Democrats.
US spending may reach 130 billion this year with possible 140 billion in the next fiscal year. Revenues are projected around 117 billion, leaving a potential 13 billion deficit if spending hits 130 billion. Defense and debt service drive the rise, while tight money slows securities sales.
