August 19 reports show Senate action on a bill to create California collection districts, amendments to the Fugitive Slave bill, and a supplemental census measure. The House passed changes increasing marshal pay, adjusting California enumeration terms, and authorizing the interior secretary to extend return deadlines, with the session ending after adjournment amid noted confusion.
The act allows redemption of tax sold lands or town lots by deposit of funds if the purchaser has transferred the certificate or is non resident. The county auditor issues a receipt, holds deposits in trust, and pays the owner on presentation of the certificate. Notices by mail are required when owner’s address is known. Deposits must be made within two years for delinquent lands or six months for lands forfeited to the State.
The General Assembly enacts that state lands granted for canal purposes shall be sold to actual settlers in parcels up to 160 acres at 50 percent below appraised value. Public sale precedes, with affidavits of intent to improve within 12 months. forfeiture for non-improvement. Purchasers or heirs may receive deeds if death occurs within 12 months.
