Lichfield Chief Is Fined $500 and Rebuked
Col. James A. Kilian of Highland Park Illinois former commander of the U S Army replacement depot at Lichfield England was convicted of permitting cruel and unusual punishment of American soldiers imprisoned in the depot guardhouse.
