Rain fell unevenly across the Northeast and Mid-Atlantic with parts getting up to 2 inches and the NYC area, Philadelphia, and Baltimore reporting over 12 inches overall. The Weather Bureau said the rainfall did not end the drought though it offered some crop relief. Scattered showers stretched from Maine to Florida and extended into the western states with cooler air moving into the Great Lakes while the Pacific coast enjoyed clear skies.
A new law in Ohio requires motor scooter and motor driven bicycle operators to obtain a state license starting Tuesday. Applicants aged 14 or older visit a driving exam station for vision and traffic law tests, receive a 30 day permit for 50 cents plus a deputy registrar fee, and may ride only during daylight and not on streets or highways. After the permit, they must pass a full license exam at the State Highway Patrol station. license costs $1 and a parent or guardian must sign.
A mother, Doris Jean Worthington, 38, faces an assault and battery charge over the beating of her 14 year old daughter Hope Laverne Brown whose skull was fractured. The assault warrant was to be filed today in Hillsborough County. The child is visiting from Columbus Ohio.
A private airplane carrying two Pennsylvania men crashed nose first into a farm pasture about four miles southwest of Reynoldsburg. A 9 year old boy was injured in the Sunday incident.

An American Consulate spokesman in Hong Kong stated no correspondence or information exists about Scott Leonard Rush a 25 year old from Marietta Ohio who defected to Red China after capture in Korea Rush had told his parents he asked the American Consulate for permission to return home and that the Chinese authorities have released him but will not allow his Chinese wife to accompany him He reportedly attended a school and worked in a textile mill in Hanyang and said he would return if his wife could join him in Hong Kong but no permission had been granted for her to leave China.
Heavy rain halted the worst New York forest fire in 13 years after a week of fighting. The blaze scorched more than 3000 acres of scrub pine, as crews fought to contain the flames in Plattsburgh area.

Sen Frank J Lausche says he may back a bipartisan civil rights compromise though he has not decided how he will vote when the measure reaches the Senate floor. The plan would give federal judges discretion to punish criminal contempt in voting rights cases tried without a jury. A House Rules Committee action cleared the measure for floor debate after a seven-member move forced a meeting.
A 10 year old Williamsville boy died after falling from a moving amusement device at Coney Island. He was on an outing with parents and friends when he jumped or fell. E L Schott, president of the park, provided details.
