Shepard Sets Forth Why of City Emergency Ordinance
Mayor Raymond Shepard outlined an emergency powers ordinance for the city council saying it would not extend beyond Ohio code. If approved, the measure would aid disorder response, allow curfews, restricted areas, weapon controls, and penalties up to 100 dollars or 30 days, without suspending habeas corpus. The proposal mirrors Akron’s mid July ordinance and requires four votes to pass. Prudential Insurance paid 83,687,000 to Ohio policyholders in first half 1968, up from 7,212,000 a year earlier.
