Nearly 2000 student soldiers received commissions as second lieutenants at the Army Artillery Training School graduation at Camp Taylor Louisville. Major General William Snow delivered the address.
New York August 17 a record high for Liberty Bonds of the 3 percent issue was set on the New York Stock Exchange with prices reaching 100.50. Trading activity focused mainly on these bonds as investors drove the market higher.
In France on August 17 Captain Biddle of Philadelphia forced down a German Rumpler plane at Nancy. The German pilot was killed and the observer wounded, and the aircraft was captured intact. Pershing sent Biddle a personal letter after a prior escape from No Man's Land. American bombers targeted Dommacy Barincourt near Matz, destroying several railway tracks. Mrs Wiley Sprague and family returned from Des Moines after two months with Captain Sprague at Camp Dodge.
Martin V Willis of Mill Street shot Harry Graham a painter and paper hanger at 102 West State Street tying the death to a dispute over Willis wife. Graham died at the Walburn Newsom undertaking establishment after a coroner ruled the wound an intentional murder. Willis pleaded not guilty with bond set at 2500 dollars.
Paris report says French troops reach the gates of Roye and occupy defenses south of the Avre. They seize the Montdidier Estress St Denis road junction and take St Marc after fierce house to house fighting. Germans fall back beyond Loges Woods toward Roye Lassigny road.
Washington reports 1,450,000 American troops in Europe or en route with aims of 8,300,000 in service by next June. General March warns of heavy casualties as American forces fight on the western front and notes rapid transport expansion despite some ship repairs. He cites Pittsburg’s 28th Division as enduring extreme fighting with expected high casualties. Prisoner treatment in Germany is deemed consistent with allied standards after investigation.
In Christiane on August 17 the Norwegian government protested Germany over the torpedoing and sinking of the large government cargo steamer Sommerstad. Ten crew members are missing. The paper notes also mention changes in sheet music sizes as part of conservation propaganda.
Small boy Marvin Corsey, son of Ellsworth Corsey, was badly bruised and cut under the chin after being struck by a car driven by Frank Finsterwald on Friday at 5 30 PM. Only one wheel passed over him.
British aviators with the Navy dropped sixty tons of bombs on Zeebrugge enemy positions from August 8 to 15. Bombs also hit Ostend docks and Vareannaere airfields where fires were seen. Official lists show 7,851 British casualties for the week.

Germans allegedly prep evacuation of the Roye Lassigny Noyon salient and build a new Hindenburg line.
Paris and London reports state continued progress on the war fronts. French troops reach eastern borders of Losges Wood between Roye and Lassigny as heavy artillery fights occur west of Roye. Haig notes British advances on the western edge of the Flanders salient and north of Roye and the Ancre.
The State Department reported Irkutsk has fallen to Czecho-Slovak units supported by Siberian troops. Reports say a government aligned with the Allies and favoring war with Germany is being established.
The 26th annual reunion of the 174 Co. V. 1st Ohio will be at 10 am Wednesday September 11 at Hotel Star Columbus Ohio. Lieut. Harry M. Dean adjutant 174 regiment will attend.
United Mine Workers of America leaders call for a substantial flat wage increase from ten to twenty percent for all coal miners at a Washington gathering of district presidents.
