Ohio Representative John Welch argues for using public lands to finance nationwide railroads through government loans or stock investments, while reserving remaining lands for future use and offering true homesteads to the poor. He opposes the homestead bill as unjust to landowners and warns it will depress real estate values, hurt western farmers, and injury the broader economy.
