Charleston Jail Delays Extradition in Murder Case
Delbert L Spencer remained in the Charleston County jail awaiting extradition after refusing to sign papers. Sheriff George Bateman said Spencer wished to wait until Wednesday to sign other legal documents. Spencer is a 47 year old suspect charged with murder for the July 22 fatal shooting of Pauline Bailey in College Hill. Authorities expect federal authorities to waive prosecution if returned, transferring him to county hands for state murder proceedings. Spencer cited attorney advice for delaying extradition, and Bateman noted the process could take several days.
