Cyclist Killed in Gallia County Crash Near Waterloo

Emerson Eugene Stewart, 19, riding toward the Gallia County Junior Fair, died after colliding with Thelma Brace's car on State Route 141. Soviet Open to Berlin Talks but Warns on Threats

Moscow disclosed a note to the United States and Western powers saying the Soviet government is ready to negotiate a settlement of the Berlin question but opposes military threats.
