Governor Donahey urged the state legislature to create a commission to study municipal courts nationwide. He said no new courts should be approved until a uniform state code governs all, citing 17 courts in as many cities with varied jurisdiction and salaries. He suggested a nonpartisan, nonpolitical study rather than a new department.
Governor Donahey vetoed the Athens municipal court bill, leaving officials to be chosen next fall by the usual method. A municipal judge position and an honorary mayor role were proposed, with salaries reallocated from the mayor’s current pay.
Lifeboats carrying 27 passengers and seamen from the Portuguese steamer Mossamedes remain missing after going aground near Cape Frio. Frank Rybicki, 26, of Cuyahoga County, is believed dying after being shot by a guard near the heart when escapees from the big state prison failed to halt. Raymond Nowak and Walter Niegoda, both prisoners from Lucas County, surrendered hours later after the trio forced a dorm window, then fled until capture about eight miles from the penitentiary.
In Tallahassee on April 27 the Florida house approved a bill prohibiting lease of county convicts to private firms. It bars flogging, requires guards to post bonds, and forfeiture of bonds for violations.

In Nelson County Kentucky on April 27, a gang of about 15 bandits shot the W. B. Samuels Distillery office and storehouse in Louisville reports. They seized twenty barrels of bonded whiskey and fired on the Samuels residence narrowly missing Lydia Samuels, 20, the owner’s daughter.
