The murder of William L. Moore a 35 year old Baltimore postman in Attalla Alabama sparked a federal response. President Kennedy condemned the act calling it an outrageous crime and offered FBI help while local authorities pursue the killer. An autopsy confirmed two gunshots one hitting clothing and one in the brain.
The Dr Sam Sheppard case returned to U S District Court as attorneys argued over a full hearing on charges claiming constitutional rights violations. F Lee Bailey and Alexander H Martin contended a recent Supreme Court ruling requires a federal habeas corpus hearing and potential writ if the allegations prove true.
Wichita city audit of 13 sites finds 12 balanced cash books while one site shows a 90 cent shortage. The 13th location is a change making machine at a city parking lot. Wheeling Steel reports first quarter earnings decline from a year earlier.
In Columbus the 105th General Assembly advanced a bill to raise the unemployment benefits fund toward 450 million by 1970 through higher employer contributions. The plan preserves benefit levels while imposing stricter qualification rules and active work-seeking requirements, with changes including no benefits for voluntary resignations and discharges for cause, dishonesty penalties, and delayed lifting of pregnancy disqualifications. The Senate also confirmed a board appointment for the Ohio Soldiers' and Sailors' Orphans' Home and set grand jury standards after House amendments.
Columbus reports Martin A. Janis of the Department of Mental Hygiene and Correction announced plans to expand farming on institution lands. A study aims to transfer Athens State Hospital grounds to Ohio University, with 235 acres adjacent to OU plus 200 acres being farmed by the state, while the hospital would gain a Hebardville farm. Janis notes cattle raising alongside dirt farming.
Mrs William T Geralds and her husband the Union Commerce Bank manager chased a 35 year old Brecksville salesman William Albert Goodwin after he fled with 5854. Goodwin was captured in a field and police recovered the stolen money.
Bessie Sikes, blind since infancy from a dislocated cataract, suddenly sees again at age 60. Doctors say her regained vision comes from a dislocated lens allowing sight through a membranous retina inflammation. She reports blue sky and a white refrigerator as first clear sights.
The U S Army will turn over two Nike-Hercules missile batteries near Cincinnati to the Ohio National Guard within two years. Guardmen will operate Felicity and Oxford batteries while Wilmington and Dillsboro Indiana batteries remain active. Recruiting for operators has begun with 99 full time and 21 part time guardsmen to live near the batteries.
The Ohio Senate passed a bill to raise penalties for bootlegging and moonshining with fines from 100 to 1000 dollars and jail terms from 30 days to six months for manufacturers. Supposedly stricter rules would also apply to illicit liquor sellers with minimum jail time of 10 days and similar fines. Critics say the measure would limit judges and court discretion. Sponsors include Tennyson Guyer and James Grose.
The Red Cross says the SS American Surveyor unloading ransom supplies in Cuba will not return to the United States with refugees until at least next Monday. Roy Popkin at Red Cross National HQ cites no reason for the delay. The freighter carried 8000 tons of drugs and medical aid to Havana last week and will bring about 1000 more refugees, the sixth such cargo in exchange for 1110 Bay of Pigs invaders freed last December.
W Averell Harriman flew to Moscow to appeal to Khrushchev to calm Laos and keep it neutral. President Kennedy sent a message outlining US hopes for Soviet action, and Harriman planned talks with Foreign Minister Gromyko. The mission seeks to determine Soviet ability to influence Pathet Lao and protect the Geneva peace framework.
The House Appropriations Committee recommended a 309.5 million dollar cut in new funds for the Labor Department and the Health, Education and Welfare Department. NIH received an 18 million dollar cut from Kennedy’s request but a 70.1 million dollar year over year rise. Overall, the two departments and related agencies face about a 6 percent reduction from the president’s request, totaling 118.8 million less than this year. If enacted, total funds would be 118.8 million below the prior year's level.
Former President Harry S Truman and Rep. Robert Taft Jr are set to headline a Law Day rally in Fountain Square Cincinnati Tuesday Mayor Bachrach will introduce Truman while Taft is presented by Charles Sawyer Truman to speak at the Cincinnati Bar Association annual meeting later the same day
Governor James A. Rhodes announced that about 4500 Ohio state employees have been cut and 2000 to 2500 more layoffs are possible while maintaining services. He cited overstaffing, red tape, and studies guiding the reductions, with the Little Hoover Commission starting April 1 to study further. He said taxpayers support the cuts and industrial expansion is Ohio’s top program.
The Ohio State Employment Service reports March employment in greater Cleveland and Lake County climbed by 4700 to 676,200. President Kennedy challenges critics of Cuban policy to say if they would seek war to topple Fidel Castro.
