An advisory group approved a 4.52 million flood control project for Athens. If Congress and Gov Rhodes approve, the plan would cover the area north of the stream between White's Mill and Mill Street and west of the Baltimore and Ohio tracks, protecting land from 1964-level floods.
The American Red Cross reports Viet Cong leaders agreed to deliver mail to 13 American servicemen held in South Vietnam, an initial contact that could lead to further relief steps. No direct U.S. link exists. arrangements are via the International Red Cross and Cambodia’s Red Cross.

A man hurled a Molotov cocktail at the main altar of St Patrick’s Cathedral New York Thursday night. Police arrested 25 year old David L Malone, a drifter formerly from Houston Texas, charged with arson desecrating a church and felonious assault. Emma Gomez Reyes 47 of Elmhurst Queens suffered serious burns.
In Dayton a mixed group of Americans, British and Germans met to celebrate the 20th anniversary of release from Stalag Luft III. More than 500 ex Allied airmen, POWs and ex-captors gathered for camaraderie and stories, acknowledging German officers for their wartime conduct.
Dubuque Iowa endures eight feet over flood stage as the Mississippi surges southward toward Prairie du Chien Wisconsin and Quincy Illinois. About 1000 volunteers reinforce sandbag levees while crews expect an April 30 crest eight feet above flood stage. Officials forecast a 26.5 foot crest in Dubuque with eight blocks of riverside areas under water. Five day forecast shows mild warming then cooling through midweek.
Ohio State University students plan a mass protest and possible sit in over a rules barring subversive speakers. Leaders of Students for Liberal Action and Free Speech Front rally 500 students to march on campus and picket a university building amid Aptheker ban.
Three men, Eugene Thomas, William Eaton, and Collie Wilkins Jr., were released on ten thousand dollars bond each as they await trial on first degree murder charges in Viola Liuzzo’s ambush death. Their attorney attacked President Johnson’s remarks linking them to the Ku Klux Klan and said a subpoena may be needed to defend them.
