President Carter's energy speech warned of a looming doomsday and framed conservation as essential. Congress, though supportive in tone, faces a tough battle over taxes on energy and broad measures, with action unlikely before September and a possible phase-out of oil price controls by 1979 and gas controls by 1981.
President Carter's energy and environmental plan would lift sticker prices by as much as 330 dollars by 1985 due to tighter emission standards. A 50 cent per gallon standby tax and hundreds more for inefficient models are part of the package, drawing mixed reactions from lawmakers and automakers.
The U S Bureau of Reclamation considers 49 windmills atop Medicine Bow Wyoming to test tying large turbines to existing hydroelectric power. Each unit would rise ten stories with 203 foot blades and two megawatts output, offering power for about 1400 homes over a 30 year life. Reservoirs would store water to supply transmission when winds fall.

The board instead voted to pursue an impasse panel. Showers likely tonight with a 60 percent chance, and again Wednesday with a 40 percent chance of rain. Lows near 60 tonight and highs 80 to 85 Wednesday.
