Washington April 14 United Press report says big four plan to publicize progress of peace conference deliberations. Lloyd George and President Wilson expected to issue statements to gauge back home reaction and support open covenants.
Secretary Glass announced the Victory Loan will seek 4.5 billion dollars with 4 3-4 percent partially exempt four year notes and 3 3-4 percent fully taxable notes. Subscriptions open next week and oversubscriptions will be rejected while allotments go up to 10,000 dollars.
The Matin interviews M. Broda, head of a Czecho Slovak delegation, claiming Germany mobilizes artillery batteries near Nurzittau Sachizen and in Prussia Brandenburg amid widespread recruiting and hidden war production. Von Hindenburg blamed. Erzberger terms echoed by Bavarian papers.

Embarking units listed include Companies G H L E L and M 165th infantry New York Prinz Friedrich Wilhelm Field staff supply and headquarters and first Battalion 167th infantry and the 151st machine gun battalion Minnesota.
Governor Cox received a Pershing cable confirming the 166th Infantry Regiment Rainbow Division will embark on one ship. Adjutant General Layton and the Ohio Society of New York plan to welcome and fete the 166th, the old Fourth Ohio, in Columbus.
