The congressional backlash to President Ford's 722 million Vietnam arms aid request casts doubt on his aims. Observers say Ford may seek to keep Saigon hopeful to allow time for evacuations while avoiding direct troop redeployment.
South Vietnamese forces resisted a third day of assaults on Xuan Loc the capital of Long Khanh province and attacked districts Thu Thua and Ben Tranh near Saigon. Officials reported over 50 enemy fatalities with no government losses. Front line fighting continued around Thu Thua.
Twila Donelson, 44, of Mansfield, Ohio, is identified among 40 American civilians aboard a C5 transport plane that crashed near Saigon while evacuating South Vietnamese orphans. Donelson, a divorced mother of four, had left the Airorce in Texas to help explain warehousing techniques in Vietnam, a relative said.
President Ford will speak on May 18 to 5 000 graduates at the University of Pennsylvania commencement celebrating the 200th anniversary of the 1775 event. He will also receive an honorary degree from the university.
Paris AP reports an international oil and energy conference preparatory meeting may run past today after a deadlock over requiring the conference to address all raw materials sold by underdeveloped nations to industrial powers. A spokesman said talks will continue as long as useful with no set time limit.
Alexander Solzhenitsyn told newsmen that a nest of Soviet KGB agents was installed near his Zurich residence and remains closely watching him. He said German writer Heinrich Böll smuggled manuscripts to the West for him and other Soviet authors.
Congress expects rejection of Ford's 722 million dollar Vietnam aid request. Leaders favor limited authority for U.S. troops to evacuate endangered Americans and Vietnamese, with emphasis on protecting lives and possible evacuation of up to 200,000 friendly Vietnamese. Ford calls for swift action by end of next week amid grim House session.
AP reports that a proposed 972 million in emergency aid for South Vietnam would add to over 141 billion already spent since 1961. The war has cost thousands of U.S. and South Vietnamese lives, with estimates of more than 1 million Vietcong and North Vietnamese killed and significant equipment losses.
The Senate backed a 60 to 25 bill forcing joint state federal efforts to cut energy use by 4 percent in 12 months and to cap new oil prices, sidelining Ford energy plan aims to raise prices to curb consumption. The measure would require states to draft conservation plans and bars removal of price controls without congressional approval.
Ohio officials cautioned that even with a court ruling releasing as much as $312 million in impounded federal highway funds, the state cannot use the money without matching federal dollars. Brace noted only about $16 million is available for new interstate matches this year, with most remaining work in urban areas.
Ohio Governor James A. Rhodes proposed a 21 million dollar Energy Research and Development Administration grant to locate natural gas reserves in state sands and to develop Devonian Shale recovery methods. He cited 9.2 percent unemployment and lost man-days as urgency, and North Carolina Governor Holshouser supported the effort. Tests would drill Clinton Rose Run and deeper sands while pursuing efficient recovery techniques.
