U S Secretary of State Dean Rusk meets French President Charles de Gaulle on a session that may shape Paris acceptance of a multinational NATO nuclear force. The talks occur amid SEATO concerns in Laos and Vietnam and amid De Gaulle’s cautious stance on the plan.
In Columbus lawmakers begin the 14th week of sessions with four administration bills heading for votes. A Senate panel has revised a House bill to create a nine-member board of regents to craft a master plan for higher education and manage enrollments. The House will consider replacing the four-member Liquor Board with a three-member panel to end deadlocks and a youth commission with broad powers to tackle juvenile delinquency. Another Senate vote targets shifting public utility taxes to quarterly payments. Officials see a potential $30 million boost to Ohio’s general fund if enacted, while changes to the regents limit eminent domain to smaller endowments and advise rather than mandate course control.
Seoul reports Gen. Chung Hee Park will retain power for six months more despite U S and civilian opposition. He lifts March 16 limits on political activity and press freedom and will decide in September whether to hold elections based on civilian politicians' conduct.

Prime Minister Lester B. Pearson expected to win a national election vote as Liberal leaders finish a long campaign tour. John Diefenbaker expressed confidence despite observers predicting a Conservative defeat.
A pilfered M48 tank rolled through a Fort Worth park for half an hour before midnight. Police chased the 48 ton vehicle from a nearby National Guard armory but could not stop it. The tank finally crossed a creek and was abandoned by officers.
Orla Smith 24 died after a quarrel with his uncle John Smith 48 at Blue Creek near Laurelville. John Smith was charged with second degree manslaughter. the incident occurred around noon Saturday and was reported later. The victim’s father was held as a material witness. Funeral services set for Tuesday.
A two engine United States Air Force fighter bomber flown by Americans went down during a strafing run 260 miles north of Saigon near the tripoint of South Vietnam, Cambodia, and Laos. Rescue planes reported no signs of life at the crash site. Kent State students in a mock United Nations adopted nuclear testing bans, censured South Africa, and rejected China's UN admission.
In Birmingham Alabama police kept order after violence erupted during a prayer march led by Rev. A D King. Police dogs attacked a knife-wielding assailant and a crowd of over 200 fought back, triggering arrests of at least 29 demonstrators as organizers push for renewed desegregation efforts. Al Hibbler volunteered to aid the desegregation drive. Police Commissioner Eugene Bull Connor directed officers and dogs to enforce the law.
Ohio Auditor reports the old age pension program has surpassed 1.5 billion in total expenditures over 28 years and nine months ending March 31. In July 1934 the first month of operation the average award was 12.74 dollars to 1 099 recipients and last month 83 364 pensioners received an average 87 dollars including health care benefits added in 1946.
Former Vice President Richard Nixon returns to Washington to assess the Kennedy administration in an American Society of Newspaper Editors address. Kennedy speaks to editors a day earlier at a luncheon. Bailey accuses Republicans of opposing proposed programs while Rockefeller pushes a larger tax cut. Wilbur E. McConnaughey 38 of Circleville spent about 20 days in Tar Hollow State Forest with virtually no food. He weighed 112 pounds when found and 156 before his disappearance. He survived frost, dehydration, and harsh conditions, later calling the stay an ordeal and a possible miracle. He was treated at Berger Hospital in Circleville with fair condition noted by doctors.
