Darrell Napoleon Fierce of Glouster Route 3, charged with killing his brother Loran, 54, on February 9 in Buchtel, is deemed insane by Lima State Hospital. He will be returned to Athens for grand jury action after intensive psychiatric evaluations and a month of observation at Lima.
President Kennedy asks Congress for 4.525 billion in new foreign aid for next fiscal year, trimming 420 million from the prior total after the Clay committee said the program was too large. The request allocates 1.405 billion for arms and 3.12 billion for economic aid with cuts from January figures. Kennedy seeks to spur private investment in underdeveloped nations.

A 2 year old boy, Jimmy Cremeans of Route 1 Carroll, was killed when the Cremeans car was rear ended on U S 33 four miles north of Lancaster by a car driven by Ray Albert Griffith 20 of Lancaster. The mother Jean 23 and two brothers Ricky 2 and Terry 1 were injured. Father Willard A. Cremeans 26 was unharmed. Griffith and his passenger were not injured.
