Paris dispatch via Associated Press reports a Rome note indicating the Pope will issue another peace proposal to the warring powers toward month’s end. The report notes possible Vatican mediation as Russia and Germany face ongoing trench warfare in Europe.
Washington reports from Sept 20 note unexpected demands by house members for a substantial increase in war profits taxes as the PEACE talks loom. A Ways and Means committee panel hints at raising the excess war profit figure from 1.06 billion to 1.5 billion dollars amid pressure from southern and western members. Meanwhile British forces press in France and Belgium with a heavy daybreak assault near Ypres, capturing prisoners and breaching German defenses. The German press warns of ongoing militarism threats as the conflict continues on the Riga and Lemberg fronts.
Special to the Banner reports Atlantic City on September 20 that labor’s cooperation in halting production during wartime reflects a belief that big profits are not shared with workers. A Washington dispatch says Secretary Wilson will lead a special commission to investigate Pacific coast labor troubles, meeting with labor leaders, employers, and IWW agents over several weeks.
The Aid Society will serve the final barbecue today starting at noon. Bread and pound cake are advertised as part of the public event hosted by Arnold & Abney.
New Orleans officials plan to intervene as congestion at municipal docks worsens with the strike by negro freight handlers. Only small amounts of freight were moved at the wharves as the dispute looms into a new day.
Camp Jackson in Columbia South Carolina reports 3700 men on the second increment. Nine hundred Floridians including several Spaniards from Tampa arrive. Soccer and football will be part of camp athletic activities. play will begin soon.
The Banner announces Rev. Marvin S. Williams pastor of Greensboro's Methodist church will deliver "How to Manage a Woman" at Arnoldsville school auditorium this evening at 8. Attendance promises good value. Thornton's markets 39¢ per pound almonds and serves lunch with coffee and sandwiches.
Lexington Georgia September 20 Special Commissioner Stokely heard testimony in Jennings and others versus Zadock Smith and others. Witnesses testified for use in the next hearing before Judge Speer. Attorneys included Judge Sam H. Sibley H Abit Nix W A Charters Paul Brown Hamilton McWhorter Jr W W Stark E C Stark Martin and Martin and William M Howard.
At a Home Guards meeting the group discussed moving drill to 8 30 pm from 6 15 pm to accommodate volunteers with day jobs. Tuesday evening meeting urged, uniforms and equipment arrangements planned, Captain Nix may visit Atlanta to consult state military heads.

In Clarke county an order is expected soon to summon 1,280 additional draft age men registered June 5 for examination before the local board to determine selectman status. Thus far 2,017 have registered ages 21 to 31, with 737 previously called. The next call will include colored registrants, likely exceeding forty percent of the county quota, all to be sent to Camp Gordon on October 5.
Secretary Baker visited the national army training camp at Meade near Annapolis and praised the troops as a fine looking, cheerful party of average American citizens.
Miss Leila Couch dies at home after an eight week illness. She is about thirty nine, survived by her parents Mr and Mrs H Couch seven sisters and two brothers. Funeral today at 2 30 pm by Rev A J Sears at Young Harris Memorial church cemetery near Cord Mill.Flowers may be sent to Bernstein Brothers pallbearers listed. She was a loyal Methodist.
A fire caused by a defective kitchen flue damaged a residence at 556 Meigs Street. Mr F L Bramblett and family occupied the home while Mr C H Phinizy owned it. Neighbors spotted the blaze between 2 and 3 pm as diners were inside. Fire crews used chemical extinguishers and the chief ordered the stack flue torn out and rebuilt to prevent future fires.
Neon Kentucky reports a runaway freight locomotive crashed into a Louisville and Nashville passenger train killing a white man and two black passengers and injuring about twenty black passengers. In Benton Harbor Michigan a head on collision of passenger and freight trains leaves one dead several others believed killed and fifteen injured late tonight.
Special to the Banner reports evidence suggesting the policeman's murder in the Republican factional contest was part of a plot to kill a person named Carey. The article notes Philadelphia as the setting and cites ongoing investigation into the motive and organizers behind the crime.
Dr. Andrew West son of Judge Henry West of this city yesterday received his commission as a first lieutenant in the medical reserve corps of the army and expects orders within days to report for duty at a cantonment. He begins a promising medical career and goes at the country’s call in the great war. His younger brother is a first lieutenant at Camp Gordon.
The Chamber of Commerce directors will meet this afternoon at four o'clock for the regular Friday session. Several matters will be presented, but the meeting is not expected to last more than an hour. All members are requested to attend promptly.
Fifty public health nurses have been assigned to duty in zones around the National Army cantonments guard camps and naval bases. They have begun work at the Atlanta camp and in the south to cooperate with local authorities to prevent the spread of tuberculosis and malaria.

Mrs Julia Means and Afton Means wife and brother of Gaston Means former manager of Mrs Maude King killed near Concord were made parties to a restraining order by the federal district judge enjoining Gaston Means from disposing of any property of Mrs King estate.
At a university board meeting yesterday in the chancellor's office, H Abit Nix of the law school faculty was appointed to deliver a course of lectures on commercial law in the school of commerce this year, as the opening of the University of Georgia's work proceeds with minor matters resolved. The notice also includes a local advertisement for produce and nuts from King-Hodgson Co. and Thornton's, Wiley's.
Washington dispatch reports the second Liberty Loan drive will run four weeks from October 1. Col. M. G. Michael is named chairman for the Athens district, which includes Clarke, Banks, Barrow, Hart, Stephens, Franklin, Madison, Oglethorpe, Jackson and Oconee counties. The plan follows a zoned structure with county chairmen reporting to state and federal committees to coordinate bond sales. The Liberty Loan Committee seeks the Athens appointment to assist government bond flotation.
Oklahoma City reports the federal food administration may need to act to stop farmers in northwestern Oklahoma from feeding wheat to hogs instead of selling it for human consumption. Several counties are said to be using wheat as hog food amid a broader shortage concern.
