A Banner rep at Pioneer hall heard a call for a juvenile reformatory as a good idea for youthful criminals in the city. A small boy in a Clarke county chain gang spoke of stealing brass from the compress, laughing at his crime, and saying he used the money for whiskey. He will be fifteen when released and may face worse in adulthood. Also, a water main break near the waterworks cut city supply. a sagging line and faulty joints threaten uninterrupted service. A duplicate main to Cleveland avenue is proposed at about 1700 to secure constant water. A replacement pipe ordered from the north will arrive soon to support steam plant and electric machinery.
