British forces in France report a renewed push under Foch on the Lys toward Ghent. British and French counterattacks recaptured ground near Courtrai with thousands of prisoners taken and heavy German casualties. Peace talks are noted but fighting continues intensely on multiple sectors.
Wash Oct 14 The president issued a statement on the fourth liberty loan noting that Germany’s reply to his note does not diminish the loan’s importance. Relaxation or hesitation now would spell defeat and years of war rather than peace on our own terms.
The recall to the active list of Major General Gorgas, former surgeon general, was announced by Secretary Baker. Gorgas, aged and previously out of service, is assigned to active duty with the same rank in the medical corps, currently abroad.
Sir Eric Geddes, first Lord of the British Admiralty, appeals to America to speed up production of destroyers and antisubmarine vessels. He cites a serious U-boat menace and says he and U.S. Secretary of the Navy Daniels agree on naval needs and strategy.

Friends in this city mourn the overseas death of Audley White Harbin son of James A Harbin. Harbin volunteered from Colorado Springs early in the war and served in a machine gun company of the 284th Infantry 89th Division. He was wounded in action and died abroad while serving.
President rejects peace with a German autocracy and insists atrocities on land and sea must stop before any armistice. Allies foresee German capitulation or revolution, with further demands including armament disposal, depot of munitions, and occupation of strategic bases and submarine hubs.
Washington October 14 The presidents reply to the German peace offer was applauded in the senate after it was made public. Senate leaders from both parties praised the note as a forerunner of unconditional surrender by the central powers as debate continued on the issue. adjournment and peace talks were discussed amid demands Germany surrender first.
Minneapolis becomes the first district to subscribe its quota while several other districts exceed forty percent. The Atlanta district reports 69,397,000 in subscriptions, about thirty five percent of its quota, with gains spreading nationwide. New York shows a large gain but ranks tenth.
In New York on October 14 the United States Shipping Board and emergency fleet corps officials oversaw a dramatic auction where representatives from twenty two allied nations and hundreds of citizens subscribed fifty two million dollars in liberty bonds. The event featured the launch of two cargo vessels named Allen and Consort by Met Woodrow Wilson, amid public ceremony in Newark.
The Liberty Loan committee at the post office added 209 more subscriptions to the Athens sales. Captain Mrs. Rodney C. Wilson led volunteers including Mrs. Graves Stephenson Mrs. Davison Mrs. Julius Severin Mrs. B. Le Hill and Miss Ruth Tibbetts to secure the cub. A Boy Scout team aided with Thos. F. G Walter Forbes Hugh Stanley and David Snelling assisting efficiently.
The third and last installment of city taxes is due from October 15 to November 1. Delinquents paying after November 1 incur 1.50 in costs. City Marshal Q E Oparrell issues the notice. Reported fires across Moose Lake and Kettle River regions in Minnesota devastate the lake district. Adjutant General Rhinowtonigat estimates 500 dead locally with up to 600 more in surrounding areas as searchers recover 300 bodies in the last 24 hours. Clothing aid and relief work are ongoing for survivors.
The Public Health Service announces a national campaign against the Spanish influenza epidemic. While cases remain high in most areas, army regions show progress with new cases totaling 16,000 in 48 hours, pneumonia cases 4,780, and deaths 1,642.
Capt J W Barnett city engineer announced appointments at the waterworks plant. Wesley McKinnon named chief engineer with J H Emerick and H H Winn as assistants. The appointments align with the mayor and council act placing the department under Barnett.
