Plan for Standing Committee of Powers at Mohonk Peace Conference
Dr John Bates Clark and Sir Geo Paish proposed a Standing Committee of the Powers to guide policies in peace and mutual welfare. They argued conferences of foreign ministers could become regular government procedure and that interdependence in trade and capital makes such a body useful beyond averting war. The aim is to protect the general interest and sustain intercountry bonds during peace and crisis.
