Governor Harris Urges Funds and Reforms in 1915 Special Message
Governor Harris submits to the Georgia General Assembly a broad financial program. He seeks continued temporary borrowing authority, expansion of the contingent fund, and funding for the reward and public buildings accounts, while criticizing school funding delays and proposing warrants on school appropriations to ease teacher pay. He also calls for a stenographer and pardons reform, and recommends continued valuation work on the Western and Atlantic Railroad.
