Chief B F Culp reports 1904 saw 976 arrests with 735 guilty pleas or convictions, 142 discharged, 57 not arrested, 42 continued cases. Fines totaled 4902.20 with 4134.85 collected and 767.85 worked off on streets. There were 12 state warrant arrests and fire-related revenue nearly half the department's expenses. State arrests exceeded normal levels.
