Memphis, Tenn., Feb. 22. The city government’s reorganization produced four mayors in as many hours. Thomas C. Ashcroft, capitalist and former newspaper man, was elected by the city commission to serve the unexpired term of Edward Crump, ending in 1920. Crump had been ousted last November for failing to enforce prohibition and was to assume Jan. 1 pending a supreme court ruling. He was installed as mayor this morning, then resigned as Crump’s successor W. T. McLain’s temporary tenure ended and R. A. Utley, previously vice mayor, became mayor. Utley resigned during ouster proceedings, and Ashcroft was elected.
