Washington notes that the United States flatly refuses any discussion with Germany while the submarine campaign continues. Secretary Lansing demands Germany renew its May 4 pledge before negotiations can begin. The note condemns the German proposals as insincere.
Georgia Day was observed statewide with school events in Athens. Miss Mildred Rutherford, historian for the Daughters of the Confederacy, spoke to grammar schoolchildren at the Baptist Tabernacle, urging pride in Georgia history. She presented each school with a Georgia Mage and a Georgia flag as reminders of their state heritage.
Washington observes Lincoln Day as Congress works through a congested agenda. Eulogies fill both chambers while members attend memorial services hosted by patriotic societies. Former Speaker Cannon recounts personal reminiscences of Lincoln at a tonight meeting.
Weather for the week starting February 11 in the South Atlantic and East Gulf states predicts moderately cold start with warmer days, mostly fair conditions and possible rain midweek. In Washington, emergency peace federation held a mass meeting urging a referendum on war.

An early date for the event was promised, and a series of Confederate pictures will be shown at Elite Theatre to benefit the chapter.
Washington reports that leading aeroplane and rubber manufacturers promise cooperation with the government to develop a satisfactory Zeppelin type aircraft for army and navy use. They believe similar machines can be built in the United States while the navy has only a small semi rigid dirigible for school purposes at Pensacola, still undelivered.
Rev. Troy Beatty, former rector of Emanuel Church now in Memphis, arrived yesterday and will conduct two marriage ceremonies in the city. He will wed the Nicholson Flanigan couple this evening and the Harbin Smith pair tomorrow evening.
The city union of Baraca Philathea classes meets at First Baptist Church this evening at 8 o'clock. A delightful musical program plus other features and an address by Dr R B Park of the University of Georgia are planned. Seed Irish Potatoes, All varieties, ARNOLD & ABNEY.
W B Veazey is appointed General Manager and Treasurer of the Gainesville Midland Railway, succeeding W R Beauprie who steps down as General Manager but remains Vice President. Veazey, long associated with Georgia railroads, had been acting manager during Beauprie’s ill health and is praised as a capable, personable railroad man. The changes are announced from Savannah on Feb 6 1917 and Gainesville on Feb 9 1917 with traffic management responsibilities noted.
The de facto Mexican government today sent identical peace notes to neutrals proposing a joint effort to end the European war. It threats an export embargo if negotiations fail, while Washington weighs a prompt reply and notes an embargo could breach neutrality. Entente diplomats see the move as an attempt to cloud the issue.
Washington February 12 A lengthy Senate debate on the post office appropriation bill covered proposed increases for second class matter and a one cent reduction for drop letters but no vote was taken on Senator Bryan’s motion to suspend the rules. Supporters aim to rally a two thirds majority as many senators prefer separate votes on each proposed change. Seals tip Oyster from Norfolk Jones Sausage Arnold and Abney Head Lettuce Crisp Celery.
Fire-destroyed Renwood Hotel ruins yielded a burned body and losses reportedly may reach about ten with many guests unaccounted for. Injuries from the blaze and exposure to cold were described as severe while hotel records were destroyed and an exact fatality count remained uncertain.
Bates better after Saturday night shooting on College Ave. He is resting well and in satisfactory condition, with pneumonia possible. Police chief Beusace notes Ginn acted as an informant not a officer, had no arrest authority, and used department evidence to claim rewards.

Sunday morning a five year old girl from a Gypsy family camping near Linton Springs sustained serious burns when her clothing caught fire at an open camp fire. The flames scorched her body and limbs but spared her face.
A small open car was being cranked late yesterday near Clayton and College when it rolled away. It bumped a hack nearby and then struck a large touring car parked at the curb, stopping after nearly overturning the hack.
