Brown argues against port rates and explains history of Georgia freight policy
Marietta Ga February 5 1908 Hon Joseph M Brown outlines reasons why Georgia railroad commission cannot implement port rates as urged by Hoke Smith detailing historical attempts to shift eastern freight to Nashville through Atlanta. He cites circular No 301 301 and 302 and the resulting interstate rate reductions and stove rate precedent while asserting port rates would harm Georgia manufacturers and merchants.
