Lloyd George to deliver a keynote speech in the House of Commons marking a new British policy. He will address German peace proposals and outline aims of the new government as it resumes wartime strategy.
Joseph M. Weatherly, aged eighty one, one of Athens city’s oldest residents, died at his Baxter street home. Funeral from Baxter street residence at three o'clock with Rev. Belk and Rev. Stone officiating. Interment in Oconee cemetery. Pallbearers include Judge West, Judge Price, Judge Young, J. H. Dorsey, A. C. Stevens, and F. P. Griffeth. Survived by two brothers, a sister, two daughters and five sons. He was a respected civic leader and kindly neighbor.

A Yale graduate recently promoted to a special agent post with New York Life Insurance Company where his father is an official. He plans a tour across the United States then to Japan after Oklahoma and California.

Washington Dec 1. Gen Scott and Gen Wood told the senate site committee that the border mobilization showed the volunteer system failing and urged universal military training. They proposed six months training at 19, entry to reserves, and a four million ready force by age 29, with Walter Fisher opposing universal duty.
Gen Funston ordered 16 000 National Guard troops to leave the border and be mustered out in groups. The First Virginia is the only southern regiment included. The withdrawal follows War Department instructions and the first group will move home within days.
Washington officials say the order for 16,000 militia return should not be seen as foreshadowing Pershing's withdrawal. A 75,000 Guard force will stay in the field until Pershing is withdrawn, with the move just cutting militia to the minimum needed.
Carranza's representatives to the Mexican American commission said the Atlantic City protocol signed three weeks ago was not yet ratified by Carranza. They stressed that ratification delay does not mean rejection and expected official sanction of the protocol with resumed talks. Carranza may protest Lane's remark that U S troops may cross the border to pursue raiding bands.
