Mrs J F Spence, about 45, died at her home near Arnoldsville last night following an earlier operation. She leaves a husband, three sons, four daughters, and was sister to T J Erwin of Winterville. She was well known in Athens and had many friends. No funeral arrangements were set at 2 30 this morning when the news reached the Banner. Clarke County Bank accommodates small borrowers.
AP reports the Mexico City government transfer from President Carbajal to the Constitutionalists began as federal troops evacuated the city. Municipal police remain neutral, in charge, while federals reposition awaiting Carranza’s amnesty. Brazilian minister Iturbide and two others travel to Tula to meet General Obergen about the Constitutionalist entry. Carranza expected at Tula soon. Carbajal to Vera Cruz within 24 hours.
Governor Slaton sent nominations to the senate for six year terms on the State Normal college board. A. H. Davidson of Athens to represent Athens on the board replacing T. J. Shackleford. S. B. Brown of Albany seeks reappointment from the Second district. J. C. Beauchamp of Williamson seeks reappointment from the Sixth district. L. M. Brand of Lawrenceville seeks reappointment from the Ninth district.
The new jury revisors meet this morning at the court house for the first time. Members include Jack I. Jackson J G Paine Robert Hardeman M M Arnold W W Scott and Henry Comer. The last three were appointed recently.

The Sheppard child labor bill, in a greatly amended form, passed the senate 24 to 15. Amendments strip many provisions and the bill returns to the house, which has already passed it, for concurrence. A conference committee fight is expected over the key exemption for children under fourteen who are dependents.
Atlanta, Aug. 11. A lone filibuster by Mr. Garlington of Richmond stalls the garnishment bill after the house amended it and sent it to the senate for concurrence. Garlington urged the measure be defeated as arbitrary and unfair, threatening to block all other legislation this session. The final outcome hinges on Wednesday, the assembly’s last day.
Mrs. Woodrow Wilson was laid to rest in Rome Georgia beside her father and mother. President Wilson hurried back to Washington as thousands gathered for the funeral. The service at the First Presbyterian church was simple and somber with Chopin’s march, hymns, and a eulogy. The cortege proceeded to the cemetery under a drizzly, mournful sky as the city wore funeral black.

Whit Willingham a Negro was arrested by city officers for violating the pistol law. He was said to have been seen driving about with a large pistol in his Ford five passenger car on streets and country roads. He was reportedly wanted for alleged liquor selling involvement with Burrell Shaw, but officers denied the claim.
