Stamp Bill Sparks Georgia Governor Bank Desk Clash
Capitol controversy shifts from railroad rates to a stamp bill over 300 to 400 for 1907 report expenses. Governor Smith argues bank bureau expenses are paid from fees and should be covered before extra salary draws, marking a rare governor’s refusal to approve a stamp warrant. Captain R F Park, state treasurer, had sought funds to cover postage stamps charged to bank inspections. The dispute traces to long standing budget practices and campaign-era assertions, with official letters published detailing the bank bureau payroll and expense rules.
